I don't think you need to apply much pressure to achieve this.  People
do it because it looks good to on the product specification sheet to
use the latest technology and it looks good on CVs to have used it.

There may also be some organisations that have a policy of using the
latest official version of standards, but again all that is needed in
that case is for someone to change the text which says which is the
current HTML family standard, not much effort at all.
