But without a wrapping element, there is no easy way
to declare the namespace. The XML fragment will have
to be parsed and the elements that aren't contained in
other elements will all need an xmlns attribute.

If a wrapping element is used, it will be nonsemantic.
Something like an <xml:fragment> element would be
useful here.
