I'm sure this is a rather old discussion, but I found no recent posting in the mailing list, so I wanted to ask for the current state of the "start" attribute in <ol>s or the "value" in <li>s. The last thing I read was that they should be dropped in XHTML1.1, but I think this will be a mistake. Actually it's a question of logical structure, if a list starts with a certain value inequal to 1, and not of style (as it would be in the future, when the only possibility is to apply the CSS "counter" property to the list).
