Navigation lists are definitely ordered.  "Collection" in this context 
is not a formal mathematical term.  However, as it seems confusing, I 
have changed the source to now read:

    Navigation lists are intended to be used to define lists of
    selectable items for ordered presentation in a "navigation" menu.

I also think we should add an assertion at this point that indicates 
menu items are presented in document order.

I appreciate that there is no "unordered" navigation menu, but I don't 
even know what that might mean.
