Ignoring that <?xml is not a processing instruction, there's no
requirement whatsoever by the standard on the contents of processing
instructions, aside from being valid markup characters. There's a good
reason why the contents of <?xml-stylesheet are called "pseudo-attributes".

Of course, this whole thread is completely OT on this list.
