As promised, I have now completed and published the proposal [1] for 
more semantic and useful link relationships.  It doesn't directly 
address the problem google was trying to solve with nofollow, but it 
does include more semantic relationships that fulfil its intended purpose:
1. To identify user contributed resources (rel="contribution")
2. To identify links that the author does not approve.
    (rel="unendorsed")

It also includes several more relationships that address other 
requirements, as described in the proposal.
