Meta is part of the HTML standard, description and keywords are not
(although keywords is given as an example of use). The meta data
authors can provide is arbitrary.

http://w3.org/TR/html4/struct/global.html#edef-META

Work on HTML has ceased, so Meta will never be removed from
HTML. However, it may not exist in some future version of
XHTML. Current work is on XHTML 2.0 which still includes a meta
element, although the form it takes is changed from XHTML 1.0/HTML
4.01. It does still, however, user 'keywords' as an example of use.
