It does, as far as I know.

To be honest, I don't see a good case for tabindex on headings, as the
sort of document that uses table layout to produce reading and download
orders that differ (typically multi-column newspaper type layouts) very
rarely uses correct markup of headings (much more likely marks them
up with span).

Because form controls have to be marked up as form controls, there is
some hope of getting web-masters to add tabindex at a late stage in the
design process, or following complaints, but getting the use of correct
header markup is much more difficult as there is no perceived benefit
to most web authors, aiming at common visual browsers.
