For example, in a page on web design, one may want to link to a page
that is by a major company but shows very poor design.  One wants people
to look at it, but so they can see how bad it is.  That's different
from saying that that page is of no use to anyone (it may be useful
for its intended purpose - they may be a monopoly supplier - and it
is useful for education).
