If it shouldn't be followed, it should not be in an A or link element.
As this change assumes that most blogging software will enforce the 
marking of links, that software could also remove the link markup entirely.
What is being encoded here is that the quality is uncertain.  It may or
may not be useful for a human to follow.  A search engine probably should
follow it, to discover more of the web, but should consider it a priority
to report it to a user based on the reference.
