The difference is that currently the semantics are mixed with the 
structure so you get ?combination-tags? like <quote> and <blockquote>, 
and there is also demand for other tags to have the same distinction 
(for example, address is inline, while block would also be convenient). 
If the semantics were to be placed as an attribute.

Nevertheless, I think it?s not so bad to retain the current set of 
semantic elements. @role and @property allow for additional semantics 
and could perhaps gradually phase out the semantic tags.
