I've gone through the XHTML 2 draft spec [1] and my proposal is that 
for use in NewsML 2 rich labels we:

-  Permit the following:

      Elements

         From the XHTML Structural Module
            p

         From the XHTML Text Module
            abbr
            em
            span
            strong

         From the XHTML Hypertext Module 
            a

         From the Ruby Module
            ruby

      Attributes

         The XHTML Core Attributes Module

         The XHTML Hypertext Attributes Module

         The XHTML I18N Attribute Module

         The XHTML Bi-directional Text Attribute Module

-  Investigate the following:

         The XHTML Metainformation Attributes Module

         [The "property" and "resource" attributes, in particular, 
         look very interesting.]
