[XHTML2] CITELANG, TITLELANG attributes

Currently, there is no way to describe the language of either the 
CITE[1] or TITLE[2] attribute. (Maybe even CITETYPE should be an 
optional attribute.)

I believe there is need for both attributes. Especially TITLELANG is 
something I often need, when the language of the description of the 
element (TITLELANG) is different from the elements contents (LANG).
