I would consider that it would be a lot easier for the authors if there 
was a distinction between "semantics elements" and "structure 
elements". The Block/Inline dichotomy doesn't make sense at all for the 
"semantics elements".

Some elements should be authorized, IMHO, in any type of context, 
either block or inline.

* Structureless elements
Code:      blockcode and code   -> code
Quotation: blockquote and quote -> quote

* Others
address, samp, summary, caption, etc.

You could wonder why there's no:
	blockaddress and address
or
	blocksamp and samp.

So more than duplicating all semantics elements it would be a lot 
easier, IMHO, if these elements were not inline or block at all.
