The "reformulation of HTML 4.01" slogan is an oversimplification.
XHTML 1.0 documents are not HTML 4.01 documents, and vice versa. In
particular, XHTML 1.0 imposes many restrictions that are not
present in HTML 4.01.

This HCRO thing is a bit special, and somewhat illogical, since in
hexadecimal character references, XML permits any case in the hexadecimal
digits but not in the HCRO.
