This seems unlikely to be a valid use of this simulation of an HTTP
header as it is unlikely that many documents will be authored in a way
that makes them suitable for people who can only read Aramaic.  The
intention of this header is to specify that languages in which the
full content of the page can be read, not the languages it contains.

I would also suggest that inheriting three languages into a context that
requires a unique one is not what was intended, and the HTTP language
was only intended to be a default in the simple case where there was only
one language in it.
