Embedded stylesheets in XHTML and validation

The XHTML 1.0se specification states[1] that when using embedded 
stylesheets, the xml-stylesheet declaration should be used, and it should 
reference a style element with an ID.  When I tried this, though, the 
validator complained that the style element has no id attribute.  Is the 
validator wrong or is the specification in conflict with itself?
