Both of these are excellent ideas, and I would fully support them, some time
ago, I even built such a plugin into IE which utilised Nick Kew's page valet
to produce the first behaviour, unfortunately changes to both, and the
bandwidth required means it's no more, but the idea certainly has value.

I still believe it's important that UA's be required to render what they
can - ignoring elements or lack of WF'ness they don't understand.
