Many, if not most, of the people who are abusing markup don't have easy
access to information as an objective; they are basically trying to sell,
and twentieth century theory on marketing seems to be that you do not
volunteer real information about the product.  (Modern advertising is
largely a twentieth century invention.)

Forcing them to use XHTML 2 will result in a large amount of creative
effort being brought to bear as to how to abuse it.
