The ALT attribute is for providing a textual ALTernative, to replace the
image.  (Note thought that the favicon thread seems to leaning towards
the idea that the ubiquitous text as images is actually pure styling
so the HTML should be the ALT text, as actual content, and the image
should be styled in to replace it!  There is a lot of sense in that,
but it may be difficult to sell to normal authors.)
