You don't need tables for layout _right now_ as far as the standards go.
You can use HTML4.01 and CSS2 to achieve pretty much all the effects you
can get with layout tables.

The problem isn't the specs. The problem is that UA support is lagging
years behind, and in fact in some cases seems to have stalled (e.g.
development of the Internet Explorer browser on Windows is apparently on
hold until the next release of Windows). Without support in the browsers
used by the majority of Web users, new Web client specifications are not
going to enable any "new beginning"s.
