Maybe you might explain why you have to use (or demonstrate) the integration
of several CSS files. Related to your example I don't see the disadvantages
of a simple integration of only one file -- and without the use of title or
navindex attributes... and all selectors and properties could be declared
there (like CSS offers it).

IMHO this case is very specific, because it reflects personal preferences.
E.g., the described problem won't match my development work, because I almost
refer to one CSS file, and maybe alternative definitions (as a single
reference, too) in maybe print versions of some documents.
