DTD question

Hello 

I would like to know the difference between 

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN"
"http://www.w3.org/TR/html4/loose.dtd ">

And

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN">

What happens if you don't include the catalogue file for the FPI to resolve
to.

What are the benefits of including it.
